Largely Questioned

I want to begin a search for information to find out the TRUTH behind some of these things. I will list them out and then I will post my findings. Comment if you have something to answer my questions.

1) The transitional money? Will there be a 2 trillion dollar hole?
2) Bush mentioned a "Loon Report". I have no idea what that is. I want to find more on that.
3) Is Kerry's proposal a government run health program?
4) Is Bush's characterization of Kerry's health proposal fictional?

I have some ideas but I am not sure if they are clear. The debate "muddied" my thinking. I'm not too sure about what is really going on in health care.
